Air is more treacherous in nation with a exclusive rights foramen ovale, a remnant of fetal circulation which allows blood to pass from the pulmonary to systemic circulation. Air that travels this mode through the heart can embolize to the brain and cause a stroke. PFO is relatively common, but most associates don't have a shunt because the departed sided pressures are usually higher than those on the right.
Air injected subcutaneously is of no consequence and is occupied.
